Greensboro Housing Authority buys condo building and charges owners


Question:

I purchased a new condo 7+ years ago. 8 of 12 owners did short sales after Greensboro Housing Authority purchased the building that we lived in and an incomplete building
 along with the undeveloped land that accompanied it. After the first five years I received a letter stating that I owed $5,800 dollars for HOA dues (myself along with another owner cleaned the common area all this time and did not pay HOA dues, nor was they any maintenance of the building and only lawn was cut). I recently requested in writing for the bank statements, vendors and any expenditures from the GHA/HOA and have been refused. This is subsidized housing and landscapers are allotted funds for the upkeep of the property. My questions to you is, can they continue to charge us HOA dues and what can I do to get the documents requested for the Greensboro Housing Authority?  North Carolina
