How can managment company take fees from repair funds?

Question:

repair-fee.jpgOur property management firm has charged us a management fee on an insurance claim.

We are currently in the process of completing repairs to our unit following an ice dam claim. We were recently told that there are no more remaking funds as the management company paid themselves a 5% fee on the total claim.

It was my understanding that any fee come out of the associations operating budget.

Please help me understand how they can take funds intended solely for repairs to the damaged unit.
