Is there Palm Beach county law for new flooring?

Question:

Can some one please tell me if there is a new law in Palm Beach County that requires the installation of a new flooring to be in compliance with an acceptable "Impact Insulation Class (IIC) rating" set by the building department or does the condo association must put this requirement in effect for it to be enforced? Right now, my building has NO rules or requirements for flooring, but they did say as long as it meets the codes of the building department law passed in 2010? Very confused, help!
