Looking for associations that have sub-metered their water


Question:

I'm interested in hearing from any condo communities who have gone through the process of sub-metering their water. (i.e. moving from one or a few meters on the property to having all units individually sub-metered) My community is currently doing research on the subject. In particular I'm interested in:
1. What were your specific motivations? What did people coalesce around that made it happen in the end?
2. How did the actual process go looking back? Was it worth the cost and politics in the end?
3. How did the community at large respond to it? Was a bylaws change needed and how did you get the votes?
4. Was individual unit access required and if so, how did you manage that aspect?

***Please note that I'm looking for specific examples of communities that have gone through this process and not hearsay about sub-metering in general.
