Michigan board trying to cancel annual meeting

Question:

board_ethicsAs stated in our by-laws, 1/3 of the co-owners have signed a petition and delivered it to the 5 member board of directors to request a special meeting for the purpose of having our normal annual meeting, which 3 board members have decided not to have.

2 of the 5 board members have asked that the other 3 schedule the special meeting as required by by-laws upon receipt of such a petition.

The other 3 board members are ignoring the 2 board members, and the rights of the co-owner petitioners as they have been unresponsive both to the petitioners and the other 2 board members.

I have lived in the complex for over 20 years, and have never seen any improper behavior by board members such as this. What do the co-owners do next?
