Ohio condo board confusion about majority vote


Question:

voting_condo_confusionWe have a six member board. At our last meeting we had a quorum of five members. We voted on an issue and it was 3 to 2.

Two members stated the vote was not the majority since we have a six member board. They believe it should have been 4 votes to pass.

The other three members believe the vote should stand since it was the majority of the quorum.

Which would be correct the majority of the quorum 3 votes or the majority of 4 votes because of the six member board?
