Pigeon problems with condo parking spot

Question:

My problem concerns a parking spot. There are 11 condos in our complex. We were the last ones to buy. In the original condo documents the parking spots were all marked for each owner. However, people took it upon themselves to park in our units space. When we parked there we were threatened with having our car towed. Then the next week all the numbers were repainted to their satisfaction. So we took the last spot they gave us. The past two years we have had a pigeon problem. The board had a company come out and put spikes up to get rid of the birds. The problem is they did not do over our spot where all the birds now nest. So you can only imagine what our car looks like even just one day let alone a weekend. They just give us one excuse after another. Their solution is that they now want us to take our car to a do it yourself carwash when we leave. I failed to mention this is a summer home at the NJ shore so we are not there year round. Anyway, who really wants to take their car and wash it all the time when we are on our way home and pay for it. We pay $258.60 per month so we suggested we deduct the car wash from that and then put the remainder in escrow until the problem is fixed. We were told absolutely not we have to wait and it will eventually try to be fixed. Is there any other way we can handle this situation.
