Can Our Condo Association Limit Rental Units?

We have ten units in our condo building. We want to limit the number of condo units which can be rented to two. Can we write a change to the condo association bylaws that defines this? Two units were purchased initially to be rentals. There is a third condo owner who wants to rent his unit. How can we enforce the 2/10 rule? We all remember that 80% of condo units have to be owner occupied, but cannot find where we got that idea?

Our condo association board doesn't oversee expences as well as they should. we're getting hit with assessmensts yearly. What can we do to make the board more responsible for how much is being spent
