I am not sure about Ohio Law but in Florida you would have a lein taken out against the unit and then sue on the lein and when a judgement is obtained, The association can have the unit sold on the courthouse steps and the proceeds up to what is owed the association will go the association and the owner will receive the balance less the cost of the sale. Florida Law has a new rule that an association can only receive so many months of dues but you may not be effected in Ohio by this kind of rule. You should at least file a lein to protect the association in case the unit is sold or foreclosed upon.

Depends on the terms of the CC&Rs (and other relevant agreements and encumbrances on the condo) and the laws of the Ohio State 
 
Is there a mortgage on the unit? If so, the Comany will have a charge add with outstanding taxes may leave little to cover the Associations debt. 
 
Nevertheless file liens against the owner(s) of the unit. If the liens go unpaid, the Association can seek foreclosure on the unit and sell it in order to satisfy the liens.
