Any sample condo rules regarding flooring and soundproofing?

Question:

I have a few questions regarding sound proofing a ceiling in my condo as well as asking for examples rules or regulations regarding covering hardwood and laminate flooring. The covenants for the condo do not have any restriction on flooring or carpeting. The people who liv
e upstairs from me have installed cheap laminate and it is loud. I have talked to them about using runners or throw rugs on their major traffic paths and they have done nothing. Do any readers have suggestions for soundproofing a ceiling? And do any readers have examples of regulations regarding covering wood/laminate floors to suppress noise. Thanks
