Are HOA owner's complaints unfounded?


Question:

Our HOA has implemented a "fining" committee, resident owners who monitor the condo grounds and followup on infractions of rules and contact the owners in an ascending order of correction (reminder, warning, written warning, then ultimately report to the condo board.) I am on this committee, and a woman has reported complaints directly to the board about design in address signage, noise from garden wind chimes, parking spaces, all the while not releasing the persons who have reported the complaints to her. She is a new owner/resident of less than 6 months. Our fellow residents are frustrated by her unfounded complaints. What can be done to assure the validity of these complaints? She reports directly and doesn't say who has approached her.
