At condo association meetings, everyone gets a chance to speak.

Question:

At the end of our last HOA board meeting, we always have open discussion. Members have three minutes to speak, but first you must sign a sheet. At our last meeting for the first time when open discussion started, the chairman of the board said that the board directors must go first. This gave the members less time for there questions to be answered. Are they allowed to do this?
