California HOA bans owner's solar panels

 Can HOA/Board dictate what you can put on your deck?  My neighbor puts out solar panels on her driveway every day, and has for the past 15 years.  HOA/Board is now telling her she can’t do that, and this will impact her financially since this is more than 75% of her energy. They refuse to grandfathered her in or have any discussion on a compromise, What can we do?  San Jose California
