California HOA tries to rid owner of her solar panels


Question:

I live in a townhouse which has an HOA.  My neighbor has lived here for 20 years and has always had her solar panels on her driveway and on her deck.  She is now being told she can no longer have them on the driveway and she could no longer have them on her deck.  I feel like HOA Is pushing her around because she’s old. Can she be grandfathered in to keep her panels where they are? There are people who live here who are grandfathered in to park their cars on the driveway and new owners cannot so it would seem to me she could be grandfathered in? Can you please tell me how I can find out about this
