Should HOA let me enclose outdoor deck?

Question:

I own a townhouse in North Carolina,. My second floor has a 20 x 10 deck and would like to enclose it with a roof and functional windows (open/close). Will my HOA allow me to do so based on the fact that it's 4 units attached per building? Or can I get away by at least doing the roof w/o enclosing it?
