How long can condo association delay repairs to my unit?


Question:

Back in November I reported to my association that the front window of my unit was leaking water and it got under my laminate floor that I happen to be replacing.  About 60 days later a repair man showed up and pulled a few clap boards off above the window and discovered really bad rot.  At this point because we were into winter now he said there is not much he can do at this time. The BOD met again and they themselves determined it was to roof way above leaking down.  I asked how are they qualified to make this decision and did not receive a sufficient answer. The roof is in process now of being replaced and when I spoke to roofer he explained it was 100% not the roof.  So here I am just about 6 months later with no repairs.  Is there a law stating a time limit or is there anything I can do.  Condo fees are paid on time every month.
