HOA re-assigned elderly disabled owner's parking space

Question:

I am writing on behalf of my elderly and disabled mother. The HOA of her condo (she has lived there 18 years) repaved the parking lot and moved her spot much further away, They did this without notice. My mother is 80 years old and disabled (she uses a walker). What recourse does she have to get the spot that is in front of her condo back?
