Can an HOA Board Approve a Major Project Without Notifying Unit Owners?

In our 74-unit complex, the board of directors is moving forward with a project that will cost more than $700,000 without informing or consulting the unit owners. 

Is this allowed, and what options do owners have when major decisions are made without notice?
