Can commercial unit have more than one condo board seat?

Question:

We have a commercial unit in the bottom of our condo building and they have two of seven board seats. Does that make any sense... it doesn't seem fair as they vote for things in their favor.  The bylaws do not say the can't not have two seats.  Chicago
