How to run HOA elections remotely during Covid?

Question:

We are conducting our elections during Covid with only 2 candidates running for 2 open seats on the board. We don't hold in person meetings now because of Covid and nominations are closed. Our bylaws state we need to have a meeting for our elections, but that is dangerous and most will not show up. Do we have to send out ballots, or can the just appoint the 2 candidates to the 2 board positions? This is in New York. Thanks
