Problems with pit bulls on HOA property

In our Declaration, it states all pets must be under 25 lbs. In 2016, our Board decided to change this to no weight limits for pets. The owners were never asked to vote and our declaration says any changes in the declaration require 60% vote of owners. We now have Pitbull's and German shepherds on property. What can we legally do have these board members removed?  They only changed this because a board member has 2 150lb. dogs on property.  Houston Texas.
