How to get condo owners approval on declaration changes?

Our Condominium needs to make what I think is a minor change to our Declaration. We need to move some Limited Common Element property under the General Common Element property. We need 80% of our owners to approve the amendment, but we're struggling to get 80% to even respond. What options are there, when owners simply won't submit any vote?  Maryland
