Can condo association ban short term rentals?

Question:

Our HOA Board just dropped a bomb on us - they want to add fees for properties engaged in short term rental. They also said they would be looking into not allowing vacation rentals in the future. The condo is in SC. Can they do this? Just charge extra fees to one group of homeowners who already pay all kinds of fees and taxes?
