Owner rented condo without board approval

Last year, the condo next door sold. The previous owner rented the property. I was thrilled to have new neighbors. The new owner rented the property without approval or knowledge from the board. There is also a 10% cap on rentals and a long waiting list. If they were good neighbors, I wouldn't care. I put in complaints. I found and provided evidence from public websites. What recourse do I have?
