Can condo association get back legal fees?

A condo owner filed a complaint with the State and federal Civil Rights Commission against the condo association over a parking issue. Although the owner was made aware that the condo association did not control parking, the owner did not withdraw or amend the complaint. The condo association accrued legal fees in the amount of $1200 and the complaint is also now included in the resale packages. Can the condo association recover the legal fees from the owner who filed the complaint?  Maryland
