Can one association board member sue the others?

Question:

We live in a two building condominium complex of one association and one recreational association. Can a Condominium Board of Directors of one association hire an attorney and file a lawsuit against the other associations as well as the recreation association to dissolve the entire recreation association without holding an official Board of Directors meeting (open to all unit owners) and taking a vote?
