How many owner occupied units vs. rentals for a healthy association?

Question:

Is there a standard "healthy" percentage of rental units recommended for condominium associations? We know that to qualify for FHA we need less than 50%.  Is it legal in VA to pass an updated by-law which would cap the number of rental units allowed if there was no cap in the original bylaws?
