Can condo association have a proxy for the annual meeting?

Question:

We have 3 options on our proxy for the annual meeting. 1) appoint someone as proxy 2) have Board vote on homeowners behalf 3) "I do not want anyone to cast a vote on my behalf" The 3rd is confusing to many members. Should it not state specifically that this option is for quorum only, so that one know exactly what they are signing?
