Can Maine condo association round up votes to get amendment passed?


Question:


I'm a CPA and have a Maine condo association as a client. Their bylaws require a 90% vote to amend certain rules. 14 unit owners voted for, 2 voted against. There are 16 units and votes total. It seems to me that 90% of 16 is 14.4, which should be rounded to 14. If rounding is allows that means 14 unit owners could pass the proposal. Is rounding allowed?
