A committee chair presented a contract proposal to the board for bulk cable TV from only one of two companies considered. I spoke against any contract for financial and technical reasons. The minutes of the meeting only carry the highlights of the proposed contract (which was adopted) but none of my comments opposing it. Is it acceptable, or even legal, to exclude a summary of the information I presented?
