Can condo board publish owner names without consent?

Question:

Is it legal in Minnesota to publish the names of those owners in the board's monthly minutes who have submitted complaints without the owner's consent? Is it legal to publish the name of those owners who have received violation letters without their consent? My board is inconsistent. Sometimes they will identify the owners by name, and sometimes they will be vague, such as, "An owner submitted a complaint about ..." or "An owner was sent a letter concerning their pet ..."
