Can condo board remove decorations?

Question:

Can a board remove anything that has been mounted to the siding after a violation letter has been sent or can they just remove it because it violates a bylaw about attaching anything to common area exterior walls and hanging over windows? Letter sent, people acknowledge letter and think by the time you take them to court Christmas will be over and they will remove their decorations. We don't have fines set up.
