Can condo complex lock bathroom to keep kids out?

Question:

Our security caught some kids smoking marijuana in our pool bathroom. (No consequences for kids) Now the Board is locking the bathroom. This seems like a health issue. Can they do this?  Any better suggestions to prevent this in the future?
