Can condo manager directly bill owner for services?

Question:

Can the condo management company charge an association member when they write a letter to the member on behalf of the HOA?  I thought this only happens if the member is taken to court for those fees incurred. In addition, is there a time period for written questions to be answered by the condo management agency?
