Can condo manager regulate the personal  use of common areas?

Question:

I live in luxury condo building in Boston who limits the amount of time owners can use the common space for personal use.  Management says its to be fair to others, but the space sits empty half the time.  My husband and I would like to use it more often and that is also the sentiment of other owners whom we have spoke to about it.  Can management regulate the use of space in this manner?
