Can Florida HOA board replace themselves with friends and family?

Question:

Is it legal for a board of director to state " I am resigning at the end of this meeting, and I am appointing and voting for Mr. X to replace me."? In our condo in Broward county; 4 board of directors were facing a pending recall, they therefore resigned, and appointed their 2 spouses and 2 friends. It was clearly an extremely unethical action , but was it illegal?  Florida
