Can HOA board member's spouse participate on committees?

Question:

Our association is establishing committees for various projects. Our VP's spouse is looking to participate on the "Rules & Regs" committee or the "Compliance Committee".  As the spouse of the board VP, is she allowed to participate on these committee's?
