Can HOA demand background check of buyers?

Question:

 Can an HOA of a mobile home park in Florida require a Federal Background check in addition to a criminal background check from the state and force a buyer to pay for it? Also, in the same line, can they also make the seller and buyer pay for legal fees for the park attorney if the house sells during the summer when the entire board is up North?
