Can HOA deny use of the Master Policy?


Question:

Our guest caused accidental damage to an entry gate in the Common Area. Our CC&Rs clearly state that I am responsible, and I agree. The cost of the repairs is $5000; our Master Policy has a $1000 deductible. I would like to access the coverage under the policy, knowing that I will be responsible for the deductible. Our Association Board is refusing coverage benefits under the policy, stating that the property had incurred too many claims, and rates may increase. Does the Board have the right to deny my access to coverage benefits?  California
