Can HOA owners promote facebook page on bulletin board?

Question:

We have a Facebook group for unit owners for them to meet and mingle, discuss; condo issues, residing in South Florida,  Covid-19, etc... The manager was asked 5 weeks ago to post a flier on bulletin boards, to inform unit owners of the Facebook group. It was finally done yesterday. They had then looked at condo docs to make sure there was no rule against this. However, today the fliers were removed. The manager now says; the Board of directors have to approve it. There has been 2 board meetings since the request of posting of fliers promoting the group was requested. If it does not get approval from the board: Is it legal for the board to deny unit owners from advertising a social media group for residents to have a conversation? What action should we take, if this gets denied?  Florida
