Can HOA president sign contracts?

Question:

According to the President of our board here in Jupiter, Fl, believes he can enter into "Contracts" without approval or having the Treasurer even seeing the "Contract". Is that even legal? Was told the Treasurer cant even consult the Association lawyer.
