Can I get billed for paint job I didn't agree to?

Question:

I received a courtesy notice from my HOA.  The company stating about some painting the outside my unit. When I went home that same day the paint was already covered and they painted the hallway. Today I received a bill from the the company stating I have a $600 bill that needs to be paid. Is this something I could fight?  Orlando Florida
