Property management didn't complete repair work in owners unit

Question:

Management company started repairs on my wall ( leak) and did not finish. Repair stop due to election of new BOD and they want insurance to pay for a leak that happen with out my or neighbor fault. What can I do? Repair is $4000.00. My Insurance will pay for part of repairs ( paint and finishing work inside). $1000.00
