Condo owner who caused damage will not share insurance info

Question:

In the condo unit above me the hot water heater busted. It soaked the ceiling, insulation, and ruined my hot water heater and furnace. It caused lots of damages and the owner refuses to give me her insurance info. Can HOA pay for repairs and bill unit above? If I go thru my insurance they can not go after her insurance due to waver of subrogation.
