Can I make these improvements in my condo unit?


Question:

Recently bought a vacation condo and wanted to change the HVAC to ductless mini split unit from window units. I asked the board of COA if the contractor can put the outside unit on the roof because there are condos in the building that have central air and have their outside units on the roof. I think they were built like that, 2 bedrooms have central air but one bedrooms do not. I was told we are not allowed to drill any holes on the outside of building because they don’t want any water issues and they have been fighting them for years. Well I already have water coming in from the window unit. Is it allowed to not be able to make any improvements to your condo unit that will make it more practical and more efficient just because they don’t want a licensed contractor drilling holes?
