Can only some HOA owners pay flood zone insurance?

Question:

Approximately 1/2 of our condo complex in Florida is in a flood zone. Can the board decide to make the owners in the flood zone pay higher HOA fees to cover the flood insurance? Is there a limit as to how much HOA can be raised per year.
