Can our condo association sell our boat slips?

Question:

Can our condo association decide to sell our boat slips? Can our condo association decide to sell our boat slips to it's owners? Right now our slips are on a first come, first serve basis. It worked fine for a few years but now we now have more owners than slips. (We technically have a "marina" status; possibly because we have 2 slips that could be used by the public.) Is this something that the board can decide to do on it's own? Or would it take the majority vote? Even though we'd most likely buy one ourselves if we had to, what about those that bought units thinking they had slip access, wouldn't their value be negatively affected? Thank you in advance.
