Can owner with legal action attend annual meeting?

Question:

Can an owner that has a cease and desist order attend the annual meeting?  We had resident send a threatening email to management company as his car got towed. They file charges. Just curious if he can attend meeting. His father owners the unit the 2 sons live in it.
