Can reserves be used for wind mitigation costs?

Florida condo - we just had new roofs put on and did a wind mitigation upgrade.  Management company advises we cannot use reserve money to pay for the wind mitigation work. We planned to do that since it was part of the roofing project. It is a separate vendor that did that work but was done in conjunction with the new roofing. Can reserve dollars be used for wind mitigation in this case?
