Can shed upkeep be required of owners?

I am a condo board president, and some of the units have wood sheds behind the units, that were bought as an extra from the builde. They are the homeowner's responsibility. The wood matches the condo townhouses.

Does the board have the right to tell the homeowners to keep them in good condition, and fix rotted wood so the community looks good? There is nothing in the bylaws except that they are the homeowners' responsibility.
